Governance and policy making

Three day intensive workshop

An intensive training program that is intended to equip practitioners and policymakers with the tools and techniques necessary for effective policymaking and strategic planning. Through models and concepts used in Governance & Strategic Planning, you will learn how to diagnose the specific structure of the challenge, and how to create policies that concentrate resources and actions; thus surmounting difficulties and promising leverage over outcome.

Governance is a  process of management that prevents self-interest and shorttermism from getting in the way of sound strategy and effective management. It ensures open and effective channels of communication, and avoids ossification of management by identifying and balancing competing interests, by examining the quality of information, and nurturing independent challenge. By eliminating redundancies & inefficiencies through communication & coordination, resources can be redirected toward improving access and services to unserved or underserved areas or groups.

The workshop aims at answering the following conceptual and operational questions:

  • Under what circumstances has the concept of governance evolved? What are the major paradigmatic shifts?
  • Why do institutions find themselves outside the scope of governance?
  • Does your agency have a governance code that allows it to define its own unique set of principles?
  • Does it have a governance committee that sets the overall tone for agency governance reforms?
  • Do you have external qualified governance specialists that routinely visit your agency?
  • What checks and balances are in place on the authority of key decision makers?
  • How the organization delivers on its mission through quality service provision?
Objectives
  • To formulate a development strategy aimed at supporting the shift from input oriented reform to Outcome Based Strategic Planning (OBSP), and integrating sustainability within an improved governance system through the introduction of key planning concepts.
  • To develop the institutional set up, legal framework, and organizational platform needed to link policy areas with the needs of statistical programmes and make statistics an effective tool in policy making. 
  • To outline steps that governments in the MENA region need to take to diversify their economy, encourage a culture of innovation and discovery, and live up to the expectations that sustainable economic diversification comes with improved institutional settings.
  • To propose the endorsement of effective CSR strategies into all (trans)national initiatives with a critical emphasis on enhanced community rights, equal political participation, and distributive/ recognition dimensions.

What will you learn?

  • Revising strategic and operational plans, preparing conceptual notes, and providing direct advisory support to the minister/agency on institutional development issues. 
  • Pinpointing critical gaps, finalizing indicator frameworks, and assessing the alignment between new and emerging national development priorities, as well as related outcomes and achievements.
  • Evaluating and determining project implementations success in advancing ministerial and agency capabilities, while assessing intersectoral partnerships against expectations and projected outcomes stipulated in the NDS.  
  • Introducing new templates that are intended to define the necessary components for a delivery unit and the recommended steps for an effective operational plan or strategy in order to promote a higher-level strategic focus.
