Biography

Prof. Abdelkader Djeflat was appointed full Professor in Economics at the University of Oran in Algeria in 1992 where he held the position of Dean of the Faculty of Economics and then Chairman of the Scientific Committee. He was also researcher and member of the Scientific Board of the Centre of Applied Economics for Development (CREAD) in Algeria. He currently teaches industrial and development economics at the University of Lille in France and is Director of the Master on International Cooperation. He is chairman of one of the most important networks on S&T: the Maghreb Technology Network (MAGHTECH), and Senior Fellow researchers at the Clerse Laboratory (CNRS). He is member of the Scientific Committee of Globelics. He is also a member of the international Jury for the Award of the Most Admired Knowledge City (MAKCI) and member of the International Academy of Entrepreneurship (Intentac) since 2007. He was principal consultant and member of the ad hoc Committee on knowledge based economy of the National Economic and Social Council (CNES) of Algeria and organised the first national conference on Knowledge based economy in the country He was also involved in the initiation and design of the National Innovation System. He has been one of the principal consultants for the World Bank Institute since 2002 on the issue of knowledge based economy for the MENA region and consultant on various projects for the United Nations Commission for Western Asia (ESCWA) and the economic commission for Africa (ECA) and member of several Expert Group meetings since 1987. He was principal consultant for the first knowledge based economy report in Morocco and member of the high level team of experts on knowledge Economy in Saudi Arabia. He was also principal consultant for the first  High Level International Conference on “Building Knowledge Economies for job creation, increased competitiveness, and balanced development” held in Tunisia in December 2009 organized jointly the world bank and ISESCO. He has written and edited several books and published about one hundred articles in various international journals. He was visiting professor at the University of Mons in Belgium, at the Institute of Economic Development and Planning (IDEP) in Dakar, at the University of Kansea Gakuin in Japan, at the Catholic university of Louvain–la-Neuve in Belgium, the University of Lyon II in France and the University of Saragossa in Spain. He obtained his PhD in 1982 at the University of Bath in United Kingdom.
